Some time ago I needed this. Of course at that time, because I needed that, I could not find any implementation now here they are...

Implementations:
Apache ActiveMQ - activemq.apache.org;

Minimalist Queue Services (MQS) - www.foo.be/mqs

and finally:
Store and Forward Message Queue (SAFMQ) - safmq.sourceforge.net.

The later one seems more interesting...
